Amnesty International's Philippines director, Jose Olano, on Thursday said "meaningful investigations" into the drugs war killings failed to take place. He described Mr Duterte as among "the worst-performing leaders, in terms of human rights". Mr Duterte has welcomed the ICC complaint, and said he was willing to rot in jail to protect Filipinos.
